IIRSM
Risk Assessment & Fire Safety
Fire is consistently among the top 3 causes of major incident loss in Saudi Arabia's industrial sector. Every effective fire safety programme begins with a competent risk assessment. This programme delivers both skills in a single, efficient two-day course.
Risk assessment and fire safety are not separate disciplines — they are two applications of the same fundamental skill: the ability to identify what can go wrong, evaluate how serious it could be, and put in place the controls that prevent it. By combining both into a single two-day programme, EFTC delivers exceptional value while equipping participants with skills immediately applicable across all aspects of their workplace safety responsibilities.

Course Modules
Saudi Labour Law requirements for risk assessment and hazard management. International standards: ISO 45001, OHSAS 18001, and OSHA principles. Employer and employee duties. Consequences of inadequate risk assessment: legal liability, regulatory penalties, and incident costs.
Defining the difference between a hazard and a risk. Workplace walkthrough inspections. Job Safety Analysis (JSA) methodology. HAZID (hazard identification) workshops. Common Saudi industrial hazards: heat stress, chemical exposure, electrical hazards, manual handling, working at height, and confined space entry.
Qualitative risk assessment using the likelihood-severity matrix. Scoring systems: risk rating scales and their application in Saudi industrial contexts. Distinguishing tolerable from unacceptable risk. Hierarchy of Control: elimination → substitution → engineering controls → administrative controls → PPE. When each level of control is appropriate and how to document the rationale.
Participants complete a full written risk assessment for a realistic Saudi workplace scenario. Assessment reviewed and discussed in group debrief. Common errors and how to avoid them.

The fire triangle (fuel, heat, oxygen) and how fire develops. Fire behaviour: smouldering, flaming, and flashover. How fires spread through a building: convection, conduction, and radiation. Classes of fire: Class A (solids), Class B (flammable liquids), Class C (gases), Class D (metals), Class F (cooking oils), and electrical fires.
Common ignition sources in industrial and commercial environments. Fuel inventory and housekeeping as fire prevention tools. High-risk areas in Saudi workplaces: kitchens, plant rooms, storage areas, chemical stores, and welding zones. Fire safety implications of building construction and layout.
Conducting a formal fire risk assessment in compliance with Saudi Civil Defence requirements and international standards. The five-step fire risk assessment process: identify hazards → identify people at risk → evaluate and reduce → record and review → implement. Documenting findings and assigning responsible persons.
Hot work permit systems: welding, cutting, and grinding controls. Safe storage and handling of flammable liquids and gases in accordance with Saudi SASO standards. Electrical safety: PAT testing, overloading, and ignition prevention. Housekeeping and waste management as fire prevention tools.
Types of fire detection systems: heat detectors, smoke detectors, and manual call points. Fire suppression systems: sprinklers, gaseous systems, and foam systems. Fire extinguisher selection: matching extinguisher type to fire class. Correct operation of portable fire extinguishers: PASS technique. Fire blanket use and limitations.
Designing an effective fire emergency evacuation plan. Assembly point selection and management. Fire warden roles and responsibilities. Running effective fire evacuation drills. Addressing mobility-impaired persons in evacuation plans. Communicating evacuation plans to a multilingual workforce — critical for Saudi industrial environments.
Participants complete a fire risk assessment of a mock workplace environment. Practical fire extinguisher familiarisation exercise. Group debrief and question session.
Assessment & Certification
Assessment is conducted across both days and includes a written knowledge test, a practical risk assessment exercise, and a fire safety exercise. Participants who successfully meet all assessment criteria receive the IIRSM Approved certificate. IIRSM recommends renewal training every 2 years to maintain knowledge of updated legislation and standards.
